The first step was adding the index at the top of the page in addition to the one present at the bottom. That was pretty much a "must have" feature to aid navigation.

The second step is a less well defined success. I'm not completely certain whether or not the Headline tags and the Contents panel are really helping out. Yes, it's sort of nice to a have a simple list of all the functions -- but considering that this page is essentially just a list of functions, why do it twice?

Personally, I'm leaning towards not using the H-tags for the function blocks and leaving them out of the TOC.
