Material Based Effects Projects

Disclaimer: First off, let me state that this project will not be a be all-end-all per-material effects system by any means. While there will be stubbed-out portions for a few usage cases, right now, I myself am not in a position to either requiire, or have time to fully research and implement the full range of changes that would be needed to apply this sytem to every type of asset needed to work within this framework, so what's there is there, and if more is wanted, I must leave that to interested parties, or the passage of time and further games that *do* need it.

So enough with the jibber-jawing, on to the useful stuff:
