A Simple Shape in Blender
When you open blender, it comes up with a cube already on the screen.
To delete all of the shapes on the screen, press the delete key and select all.
To create more shapes press spacebar, and under mesh, there should be more shapes that you can create and put onto your screen.
Then, once you have the torque exporter installed, go up to file -> export -> Torque (.dts)
For video tutorials on the subject of making simple shapes and exporting them with or without materials, there are some excelent videos by Nigel Symes, here:

Covers: basic DTS export, basic Material Export, colision meshes, Axe tutorial (3 parts case study), animated Static Shapes.
